I don't have VIP area policy turned on anywhere. Separately, when I check which shelters cims are trying to reach, they're not the nearest shelters. Cims also choose a normal bus stop over an evacuation bus stop if they're immediately next to each other. Is there a way to do this? I tried turning the bus depot off but it didn't help. Even somehow letting cims know the buses aren't running would be helpful. How can this be if the buses all go back to depots during evacuation? Other than having the depot out of range of a radio tower, or not using buses in my city, I don't know how to fix the hundreds of people waiting at non-evacuation bus stops when they should be walking to a nearby shelter. Through testing I could overcome this by ensuring evacuation routes stop at the regular bus stops, so evacuation buses pick them up, however in my search for an answer I saw a comment saying people can, among other things, bus themselves to shelters if there are no evacuation routes set. When I trigger evacuation I have hundreds of citizens arrive at many bus stops even though the buses all go back to the depot.
